Zachary Blackburn is an International Regulatory Affairs Manager at Amazon’s Project Kuiper. In this role, Zachary leads regulatory and licensing matters in North America, Central America, and the Caribbean for Amazon’s initiative to increase global broadband access through a constellation of 3,236 satellites in low Earth orbit. Previously, he was a Public Policy Manager at Meta where he led engagements with governments around the world on policy and regulation related to Meta’s messaging applications.
Prior to the private sector, he served for nearly a decade in the U.S. Government, first at the U.S. Department of State and then the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA). At NTIA, he led engagements on communications and connectivity policy in Europe and the Americas and at the Department of State he managed interagency efforts to promote telecommunications supply chain security.
Zachary holds a Master of Public Policy and a Bachelor of Arts in Economics and Foreign Affairs, both from the University of Virginia.
