AI and emerging technologies—such as advanced analytics, machine learning, generative AI, quantum computing, immersive environments, IoT, blockchain and autonomous systems—are transforming communications ecosystems, public services, and markets. IIC members examine the regulatory, ethical and societal implications of these technologies, focusing on transparent and accountable AI systems, safety-by- design, responsible data use, algorithmic oversight, cross-border governance, and methods to mitigate risks such as bias, misinformation, manipulation, and systemic harm. This theme also considers global interoperability of AI frameworks, the implications for media and content integrity, the impact on labour and skills, and emerging regulatory models that balance innovation with societal protection and liberties.
