A desire for more investment in advanced networks – fibre and 5G – was at the heart of the recent review of the European Communications Code. In the UK, this investment theme drove Ofcom’s Digital Communications Review and the Government’s Future Telecoms Infrastructure Review. Now seems a good time to assess progress as we see operators digging the streets to lay fibre.

The aim of this discussion was to assess what’s actually happening on the ground, both in the UK and elsewhere in the world. We asked what policy makers and regulators can do to help: are further interventions required, or is it more important to provide infrastructure investors with a period of stability?

Clive Selley CEO, Openreach

As CEO of Openreach Limited, Clive Selley is responsible for leading the UK’s largest digital infrastructure company, and supporting more than 680 Communications Providers to connect their 30 million customers throughout the country. Under Mr Selley’s leadership, Openreach is building a new, more reliable and future-proof ‘full fibre’ broadband network, with an ambition to reach 10 million premises by the mid-2020s and ultimately the majority of the UK.

Reinald Krüger Director, Policy and Public Affairs, Vodafone Group

Reinald Krüger is Director, Policy and Public Affairs of Vodafone Group, based in London. Prior to joining Vodafone Group in 2018, he held management positions with the European Commission, in the Directorate-Generals for Industry, for Competition and for Communications Networks, Content and Technology. Until 1995, Mr Krüger was Head of the Research Group “Industrial Economics and Competition Policy” at the HWWA-Institute in Hamburg. He was also a Consultant with the US Federal Trade Commission (FTC) in Washington, D.C. (1989) and a Competition Expert to the World Bank (1990). Mr Krüger is an economist by training and author of more than 30 publications in the areas of industrial economics, competition policy and transition economics.

Richard Feasey Panel Member, Competition and Markets Authority, UK

Richard Feasey is currently a Panel Member at the Competition and Markets Authority, a member of the National Infrastructure Commission for Wales, Research Fellow at the Centre on Regulation in Europe and an independent consultant and adviser to a number of firms outside of the UK. Until 2014 he was Group Public Policy Director at Vodafone, having previously held senior positions in other global and UK telecommunications companies since 1991.

Richard Hooper (CBE) Chairman, Broadband Stakeholder Group UK

Richard Hooper CBE has devoted his career to the converging worlds of telecoms, media and technology. After senior management roles in the BBC, BT and satellite television he has spent the last thirty years advising Governments and businesses and sitting on a range of Boards. He was founding deputy chairman of Ofcom (the UK communications regulator) and Chairman of its Content Board. He has just stepped down from the Board of VocaLink which runs the national payments infrastructure in the UK, after its successful acquisition by MasterCard.

He is Chairman of the Broadband Stakeholder Group which advises Government and Ofcom on broadband policy.
In 2016 Richard Hooper was a member of the panel of experts advising the Australian Government on the future of the ACMA.

Wenbing Yao Vice President, Business Development and Partnerships, Huawei Technologies (UK)

Wenbing Yao joined Huawei UK in 2008 and took up the role of VP Business Development and Partnerships in April 2018. She is an Advisory Board Member of UK5G and Board Member of TechUK. Since 2017, Ms Yao has been with Huawei Corporate Elite Program on end to end network transformation. Between 2012 and 2016, Ms Yao was the Director of Strategy and Marketing, responsible for developing the mid and long term business strategy for Huawei UK; driving strategic business development in areas including 5G, IoT, Smart City, Big Data, Media and Broadcast, Data Centre IT infrastructure; leading joint innovations with key telecom customers and organising market communication activities. Before 2012, Wenbing held various positions in a global account in Huawei, leading the solution marketing and industry and research collaborations team.

Ms Yao received her Ph.D degree in Communication and Information Systems from Huazhong University of Science and Technology, Wuhan, P.R.China, in 2001. She was a lecturer in wireless communications at Brunel University from 2003 to 2008, and a research fellow from 2002 to 2003 in heterogeneous networking technologies and mobile healthcare systems.

Ms Yao lives in Basingstoke, and is a keen badminton player and a dog lover.
