This breakfast discussion will explore the key pillars of the Digital Networks Act, focusing on the evolution of the Single Market and authorization frameworks, as well as the convergence between telecom, cloud, and data centre ecosystems. It will also examine resilience and strategic dependencies in an increasingly complex infrastructure landscape, alongside governance challenges involving BEREC, RSPG, and national regulators such as Arcep.

Speakers

Aude Schoentgen (Dr) Director, Analysys Mason; Chair of the France Chapter of the International Institute of Communications

Aude is a Director at Analysys Mason, and an economist with nearly 20 years’ experience at the crossroads of technology, telecoms and regulation. She works for industry stakeholders on informing their economic and regulatory decisions and improving their policies and performance. Her differentiating strength is her ability to connect the dots between market dynamics, regulatory shifts, technological disruption and societal expectations. She helps to translate complex and nuanced areas of policy and change into clear strategic implications for decision makers. She has led and managed international projects for BEREC, the ITU, the World Bank, GSMA and national regulators, and has advised global tech companies and telecoms operators. 

She currently serves on the board of directors of the think tank Renaissance Numérique and chairs the French chapter of the International Institute of Communications (IIC). Aude holds a PhD in Economics (Telecom ParisTech), an MPhil in International Economic Relations (Sciences Po Paris) and an MSc in Business Administration (SKEMA Business School, France).

Mentoring matters to her: she actively supports younger women in tech and policy, and she is drawn to anything that makes leadership more open and futureproof.

David Abecassis Managing Partner, Analysys Mason

David is a Managing Partner at Analysys Mason and focuses on strategy, regulation and policy. Since joining the firm in 2004, he has advised clients on cutting-edge topics including public policy, economic regulation, corporate strategy, due diligence and corporate finance. He has worked in over 30 countries across the world – previously based in our offices in Singapore and Milan, he continues to serve clients worldwide. His main area of focus relates to strategy and policy related to online platforms. This spans cloud services, digital media, online advertising, as well as connectivity. The emergence and subsequent surge of AI has put it at the forefront of technology policy. David is a graduate from Télécom Paris (France), and obtained a Diploma in Management Studies from Imperial College London (UK).

Olivier Corolleur Director General, Regulatory Authority for Electronic Communications, Postal Services and Press Distribution (ARCEP)

A graduate of the École Polytechnique and Télécom ParisTech, Olivier Corolleur was assigned to the Ministry of Industry in 2003, where he was initially responsible for the secretariat of the National Telecommunications Research Network, and then for the implementation of competitiveness clusters.

In 2007, he joined the Prime Minister’s office as head of the Communication Technologies and Networks office within the Directorate for Media Development (which became, in January 2010, the Directorate General for Media and Cultural Industries of the Ministry of Culture and Communication).

He joined Arcep in 2010; first as head of the Spectrum Regulation and Management Unit and deputy director of the Spectrum and Equipment Manufacturer Relations Directorate, then, in 2012, as Director of Economic Affairs and Foresight, and, in 2014, as Director of Internet and Users. In 2016, Olivier Corolleur became Deputy Director of Electronic Communications and Posts within the Directorate General for Enterprises.

On November 8, 2021, Olivier Corolleur was appointed Deputy Director General of Arcep. He has also served as Director of Fiber, Infrastructure and Territories since November 29, 2021. He has been Director General of Arcep since August 19, 2024.

Peter Stuckmann Head of Unit, Electronic Communications Policy, Implementation and Enforcement, DG CNECT, European Commission

Peter is Head of Unit in DG CONNECT, where he is overseeing the EU telecoms policy and legal framework.

Before taking up the current position in 2023, he has been Deputy Director for Future Networks and Interim Executive Director setting up and running the 6G Smart Networks and Services Joint Undertaking.

Previously he was Head of Sector Spectrum Policy, penholder of the 2012 Roaming Regulation and the EU R&D programme manager for 4G mobile communications standards.

Before joining the European Commission in 2004 he has occupied several engineering and management positions in industry, academia and start-ups. He holds engineering and doctoral degrees from RWTH Aachen University, Germany.

 

 

Romain Bonenfant Managing Director, Fédération Française des Télécoms

Romain Bonenfant heads since 2023 Fédération Française des Télécoms, the organization representing and promoting the interests of the telecommunications industry in France. Its 25 members are telecom operators active across the whole value chain: MNOs/MVNOs, infrastructure and commercial operators, B2B/B2C activities.

With an engineering background, Romain Bonenfant started his career in European institutions. He worked in various positions in the public sector, in competition policy, telecom regulation and industrial policy.
