This meeting provides a collaborative forum for ICT, telecom, and broadcast media regulators, alongside senior managers and decision-makers in business, industry, and government, to exchange ideas, address critical policies, and explore solutions fostering innovation, competition, and public interest.

With a focus on the Caribbean’s unique issues as well as shared realities with small nations, the event highlights strategic challenges in an increasingly converged regulatory landscape and the adoption of transformative technologies.

We had a great host and scene setter from Oxera followed by a review of the market context from IIC UK Chair Tim Cowen. Tim referred to the issues identified in the Res Publica report, the Furman Report, Stigler Centre report that preceded the EU Digital Markets Act and the CMA’s 2020 Market Report on Online Markets and Digital Advertising. They identified the following issues:

  1. All digital markets exhibit high fixed cost low variable costs and high network externalities, meaning that increased returns to scale and scope and increased efficiency tends to generate monopolies. Like telecoms there is then a need to regulate to achieve public interest outcomes.
  2. Digital Advertising markets are largely now dominated by Facebook and Google each holding about a 40% share. The remainder is competed for by smaller publishers including newspapers. Incomes are reducing and threatening journalism. This has been called out in the Cairncross Review and the House of Lords report Breaking News? The EU has enacted the DMA and the UK has enacted the DMCC to intervene and secure public interest outcomes. So we have a problem of lack of funding for journalism and there isn’t a mechanism to ensure plurality of the media.
  3. We have moved from a world that is content supported by advertising to one where we have advertising supported by content. This means a world where people used to pay attention to content. They read content and were encouraged to apply their critical faculties and spend time understanding content and engaging with it.
  4. Advertising was in the past additional income for the distributor: newspapers and magazines were often sold in newsagents who generated income from the sale of sweets and tobacco as well as news and magazines.
  5. The shift in business model has affected the way news is consumed – lack of engagement is promoted by platforms that are promoting adverts being seen by consumers and paid for on a per impression or cost per click basis; this leads to and fuels doom scrolling.
  6. News and the public interest in plurality of the media is undermined. Essential elements of democracy are threatened.
  7. Platforms combining AI into their systems are accelerating the pace of consumption of copyrighted material that is used for their training data.
  8. The DMCC is designed to address market failure and provide a basis on which the DMU can take action to prevent loss of public goods such as plurality of the media.
  9. Ofcom has just launched a public service media review in which this will be discussed and the grounds for action consulted on.

Keynote Address

Lenita Joseph Permanent Secretary Department of Infrastructure, Ports & Transport (DIPT), Saint Lucia

Ms. Lenita Joseph is currently the Permanent Secretary in the Department of Infrastructure, Ports and Transport, a post she has held from August 2023.  She is a career Public Official with over 36 years of unbroken service to the Government of Saint Lucia.

Ms. Joseph spent many years in the Ministry of Planning in various capacities including Crown Lands Officer and Research Officer in the Department of Housing.  In recent years, she has held the post of Chief Transport Officer, Deputy Permanent Secretary in the Ministry of Equity, Deputy Permanent Secretary in the Ministry of Tourism and Deputy Permanent Secretary in the Department of Infrastructure.

In her current appointment as Permanent Secretary, she also serves as Deputy Chairperson of the Saint Lucia Air and Sea Ports Authority (SLASPA), Chairperson of the Cabinet appointed Maritime Advisory Committee, member of the recently established Saint Lucia Chamber of Shipping and member of the Air Transport Licensing Board.  She also serves as focal point on a number of regional bodies such as the Board of Governors of the Caribbean Meteorological Organization, representing the interests of the Government of Saint Lucia.

She holds an MBA in Project Management from Henley Management College in the UK and postgraduate diploma in Project Management from Cambridge University.  Other professional certifications include

Nathalie Dusauzay Executive Director, Financial Services Regulatory Authority

Nathalie Dusauzay worked with the Ministry of Finance for seven years prior to being appointed to the post of Senior Manager at the Financial Services Regulatory Authority (FSRA) on January 1, 2014. She was promoted to Executive Director of the FSRA in September 2020. During her tenure at the Financial Services Supervision Unit (FSSU) within the Ministry of Finance, she served as Deputy Director. She also served as Registrar of Insurance during the transitional period from the FSSU to the FSRA. Mrs. Dusauzay gained her auditing experience by working with Deloitte & Touche in France and KPMG in Martinique.

Mrs Dusauzay is currently a member of the National Oversight Committee for AML/CFT of Saint Lucia.

Mrs. Dusauzay holds an MBA, a Master’s degree in Finance (France) and is a Fellow of the Association of Chartered Certified Accountants (ACCA), UK.

Adella Toulon-Foerster Global Legal Affairs, Hodder Law Firm

Adella Toulon-Foerster is a seasoned expert in digital finance and cryptocurrency, with over 25 years of experience shaping the industry. Her journey began in 2000 in the digital gold space, where she helped pioneer asset fractionalization and spend card integration. By 2010, she transitioned to Bitcoin, authoring a seminal legal research paper on the technology.

A graduate of Nottingham Law School and the George Washington University School of Law, Adella combines deep legal expertise with technical crypto acumen. Over the past decade, she has led major industry advancements, from deploying early Bitcoin ATMs at MIT and Overstock to serving as President of one of the world’s earliest Bitcoin exchanges.

As a serial entrepreneur and advisor, she has founded, co-founded, and guided numerous crypto startups. She has led Crypto & Tech Law practices at Cogent Law Group and Oster & McBride, shaping policy, litigation, and compliance strategies. Her expertise spans academic lectures, advising intergovernmental organizations, and collaborating with financial crime divisions on high-stakes crypto investigations and legislation development that balances privacy, innovation, and accountability.

Ajmal Nazir CEO of Taurus One and RedTouch.io, TTMag & TTIXP

Ajmal Nazir is a renowned cybersecurity expert with over three decades of industry experience, celebrated for his profound contributions to cybersecurity, governance, and digital transformation. His extensive expertise and leadership have earned him a place on the board of directors for the ISC2 Caribbean Chapter, where he plays a pivotal role in advancing cybersecurity initiatives across the region.

Ajmal began his career with a degree in Information Systems Engineering, which launched him into the heart of London’s financial district, working for leading investment banks. He later transitioned into the networking and ISP sectors, building a strong foundation for his specialization in cybersecurity. As Chief Technology Officer at Green Dot, a major telecom provider in the Caribbean, Ajmal was instrumental in developing and implementing advanced security frameworks that utilized cutting-edge RF communication and broadcast technologies.

Ajmal is highly certified, holding credentials such as CISSP, CISM, ISO 27001 Lead Implementer and Auditor, COBIT Design and Implementation, and multiple MiTRE ATT&CK certifications. These qualifications highlight his commitment to maintaining the highest standards of cybersecurity and compliance. His expertise extends to modern software development and AI integration, enabling him to design and implement advanced security solutions while driving efficient digital transformation strategies.

Beyond his technical achievements, Ajmal is a passionate advocate for ICT advancement in the Caribbean. He actively collaborates with regulators, such as the Telecommunications Authority of Trinidad and Tobago (TATT), and serves as Acting Chairman of the Trinidad and Tobago Internet Exchange (TTIX) and a director of the Trinidad and Tobago Multistakeholder Advisory Group (TTMAG). His work in these roles has significantly contributed to enhancing internet infrastructure and technology adoption in the region.

Ajmal Nazir’s depth of knowledge, leadership, and dedication make him a leading voice in the cybersecurity field. His efforts not only strengthen cybersecurity practices but also drive innovation and technological growth across the Caribbean.

 

Albert Daniels Stakeholder Engagement Sr. Manager - Caribbean, ICANN

Albert joined ICANN in 2013. He is located in Saint Lucia and is a member of ICANN’s Global Stakeholder Engagement team for Latin America and the Caribbean. As the ICANN Senior Manager for Stakeholder Engagement for the Caribbean, Albert leads engagement in 32 Caribbean Territories and also leads specialized projects in the ICANN Latin American and Caribbean Regional Strategy. Albert’s responsibilities include developing and executing the organization’s strategic and tactical objectives in the Caribbean region.

Prior to working at ICANN, Albert served as an Information Systems, and Information Security Auditor; ICT Consultant at Creative Technology Solutions Limited (CTSL). He also held the position of Regional IT Manager at KPMG Eastern Caribbean, and Accounts Supervisor/IT Trainer/Group IT Director at the CHL Group in Saint Lucia. Albert served on several national Boards in Saint Lucia, and has broad internet and technology related experience having personally introduced the Internet to Saint Lucia in 1993. He has attended many ICANN meetings; and has been involved in the ICANN Fellowship program as one of the first fellows in 2007 and also as a fellowship mentor. Albert holds a Bachelors of Business Administration in Information Technology and also specialized in Project Management at the University of Cambridge; he also holds several professional and industry certifications. Albert is fluent in English and conversant in Spanish, French, Norwegian and French Creole.

Allyson Leacock OR (Dr. The Hon.) Chairman, Barbados Broadcasting Authority; Director, National Transformation Initiative, Government of Barbados; Board Director, International Institute of Communications

Dr Allyson Leacock, Chairman of the Barbados Broadcasting Authority and Director of National Transformation Initiative, Government of Barbados, is also an independent media and human development consultant. She led a coalition of 112 Media Houses in 24 Caribbean countries for 12 years and trained over 2000 Caribbean broadcasters. She served on the Executive Board of the Global Media AIDS Initiative (GMAI) and was elected for 2 terms as Chairman of the Global Steering Committee for the World AIDS Campaign. She was also Cultural Affairs Specialist at the US Embassy covering the Caribbean and Officer-In-Charge and Student Coordinator at the University of the West Indies Distance Education Centre (UWIDEC), now the Open Campus.

Dr Allyson Leacock was conferred with the Order of the Republic (OR) in Barbados National Honours on 30 November 2023. The award was given by the President of Barbados – In ‘recognition of sterling contribution to broadcasting, media relations, corporate communications, training, human resource development and educational technology, as well as distinguished service to Barbados as Head of National Transformation Initiative’.

Dr Leacock has a wide-ranging professional background including in executive management in corporate communications, media, needs assessment, training, human resource development and leadership, as well broadcast media including production and presentation as TV News Anchor, and as General Manager of the Caribbean Broadcasting Corporation.

She holds Masters and Ph.D. degrees in Educational Technology, Concordia University, Canada and BA (Double First Class Honours) in English and Education and the Diploma in Education (Dip.Ed with distinction) from Stirling University, UK. Her training also includes Diplomas in Human Resource Management, Facility Management, Arts Management and Alternative Dispute Resolution.

A former national athlete, gymnast, dancer and actress, Dr Leacock is trained in sign language, is a volunteer with Special Olympics and Barbados Council for the Disabled.

Anna-Kaye Boodho General Manager, Orbtronics Ltd

Anna-Kaye Boodho is a dedicated STEM educator, technology innovator, and advocate for digital development in Small Island Developing States (SIDS). As the General Manager of Orbtronics Ltd., she leads the company’s STEM education initiatives, directly overseeing AI-focused workshops that equip Caribbean youth with the skills needed to navigate an increasingly digital world. Her work ensures that AI is understood, accessible, and responsibly used within the region, with a strong emphasis on digital literacy, ethical AI practices, and economic empowerment through technology.

In addition to education, the team at Orbtronics plays a crucial role in fostering AI-driven innovation for social good. They have developed and implemented a variety of software solutions for development and innovation, such as Rifbid, an AI-powered procurement platform owned by Orbtronics, which leverages AI to streamline and enhance procurement processes. Their leadership in this space underscores the importance of AI governance, ensuring that emerging technologies benefit businesses and communities while mitigating risks like misinformation, data security threats, and regulatory challenges.

Anna-Kaye’s work aligns with the critical issues faced by SIDS in the AI era. She actively supports initiatives to enhance public trust in technology, combat AI-driven misinformation, and promote responsible AI use. Through her involvement in STEM education programs, promotion of AI ethics, and technological leadership, she is helping to shape a future where AI serves the public interest in the Caribbean, ensuring that equity, sustainability, and responsible governance remain at the forefront of technological adoption.

Anthony Greene President, Caribbean Broadcasting Union (CBU)

Anthony Greene is a senior executive with 24 years’ experience in broadcast and print media. He is currently the General Manager at Starcom Network Inc., the leading broadcasting company in Barbados with four radio stations. Prior to his appointment as General Manager, he held the post of Programming/Content Manager from 2016 to 2021. Anthony also serves as a director on the boards of the Caribbean Broadcasting Union, Innogen Technologies Inc. and Pearl’s Dance Academy.

Before returning to the media industry in 2016, Anthony was the Marketing Manager at Unicomer Barbados Limited, trading as Courts, a Furniture and Appliance company with retail outlets throughout the Caribbean.

Anthony has a Bachelor of Arts in Media and Communication with First Class Honours from the University of the West Indies, Mona Campus, and a Master of Science in Project Management & Evaluation with the University of the West Indies, Cave Hill Campus.

One capstone early in his tenure as General Manager is the raising of the profile of Starcom Network as a high performing business within the One Caribbean Media group portfolio, though faced with the Covid-19 pandemic and other external challenges. During this period the company has also further strengthened its market share of radio listenership in Barbados.

Anthony is particularly passionate about media as a powerful agent of transformation. He also believes in a leadership ethos of empowering people to make a positive difference in our world

Bartlett Morgan Director, Bloomfield Digital Inc

Bartlett Morgan, CIPP/E is a Caribbean-based attorney-at-law and consultant. He is a member
of the International Association of Privacy Professionals (IAPP), the Information Systems Audit
and Control Association (ISACA) and the International Network of Privacy Law Professionals
(INPLP). He holds a certificate in Data Protection Officer Skills and has received training from the University of Oxford’s Said Business School on Cybersecurity Leadership.

Bartlett is experienced in the practical implementation of various privacy-related compliance
objectives. He has provided data protection and privacy support to clients with respect to their
operations in the Caribbean, the United States and South America. Bartlett has addressed privacy issues across multiple sectors including distribution, retail, financial services, fintech, tourism and digital media.

Bartlett has authored GDPR compliance guidance for Caribbean-based service providers and also made oral and written submissions to the Joint Select Committee of Parliament established to debate and report on the bill that eventually became the Barbados Data Protection Act, 2019-29. Bartlett operates his digital law and dispute resolution-focused law practice from chambers at Chancery Advocates in Barbados.

Bartlett also consults on digital-focused projects via Bloomfield, a boutique consultancy focused on data privacy and digital policy support for public and private sector clients in the Caribbean and the Americas. Charles Grant Director, QC Grant Ltd

From the Nature Island of the Caribbean, Dominica, I launched my IT career in 2000 as a Hardware Technician and have since grown into a cybersecurity professional and IT leader. As the CEO of Q C Grant Ltd, I also oversee the **IT infrastructure for Dominica’s largest pharmacy*, ensuring security, efficiency, and reliability.

A strong advocate for open-source technology, I am committed to leveraging it to drive digital transformation across the Caribbean. My Company is backed by multiple industry leading certifications, including CompTIA A+, Network+, Security+, Pentest+, and SecurityX.

I also hold a Master’s degree in Cybersecurity and Forensic Information Technology, with research focused on securing IoT—an essential challenge as our region embraces digitalization. My mission is to enhance cybersecurity, promote open-source solutions, and drive technological progress throughout the Caribbean.

Christian O’Flaherty Regional Vice President - Latin America and The Caribbean, Internet Society

Christian O’ Flaherty is Regional Vice-President for Latin America and The Caribbean at the Internet Society. He works with governments, policy makers, civil society, academia, companies, technical communities and other stakeholders in Latin America and The Caribbean, for an open, globally connected, secure and trustworthy Internet for everyone.

Craig Ramlal Principal Investigator, The Intelligent Systems Laboratory, University of the West Indies

Dr. Craig Ramlal is the Head of the Control Systems Group at the Department of Electrical and Computer Engineering and the Principal Investigator of the Intelligent Systems Laboratory, a centre at the Faculty of Engineering, University of The West Indies. In 2023, the United Nations recognized him as a global AI expert, appointing him to the United Nations Secretary General’s High-Level Artificial Intelligence Advisory Body. Their recommendations on governing AI for humanity formed objective 5 of the global digital compact, which was adopted by member states in September 2024 during the 79th UN General Assembly. He currently serves on the Institute of Electrical and Electronic Engineer’s (IEEE) Global Initiative on Ethics of Autonomous and Intelligent Systems 2.0. Industry Connection Programme on Revisiting AI Systems Architecture, as an external advisor to the Caribbean Examinations Council (CXC) on regional AI matters and CARICOM Caribbean Telecommunication Union’s (CTU) Taskforce on AI. He served on the Caribbean Development Bank’s technical subcommittee on IRC/RDA and worked with CARICOM IMPACS on the regionally adopted Autonomous Weapon Systems Declaration.

Through his lab several joint partnerships with institutions led to the development of advanced robotics with Rutger’s University, deep learning based auto-diagnostics for asset management with Elering AS and Tallinn University of Technology and Blockchain based systems for water management with the Global Water Partnership-Caribbean. These have resulted in implemented practical systems and furthered the AI field with several published peer-reviewed journals and conference articles.

Dr. Ramlal completed his BSc, MASc, and PhD in Electrical and Computer Engineering through a program split between the University of the West Indies, Trinidad and Tobago, and King Fahd University of Petroleum and Minerals, Saudi Arabia. His research focuses on Control Strategies, Artificial Intelligence, and Game Theoretic Systems.

Felipe Olchenski Business Development, Cullen International

Felipe Olchenski is responsible for business development in emerging markets at Cullen International and has experience in the telecoms and digital markets. Before joining Cullen, Felipe was with Huawei Brazil as Account Manager for its Telefonica key account and also supported the company’s government relations and regulatory department. He holds an Industrial Engineering degree from the University of Brasilia and has a special interest in China and tech regulation.

Gary Allen Group Senior Executive, RJRGLEANER Communications Group

Gary Allen is the Group Senior Executive of the RJRGLEANER Communications Group, Jamaica’s largest media network with print, electronic, new and social media entities numbering four radio stations, four television channels, two daily newspapers, over a dozen websites, numerous social media properties and the Caribbean’s first Over the Top Technology platform named 1spotmedia.

He was also the main driver behind Jamaica’s adoption of the ATSC 3.0 digital terrestrial television format and it launch in Jamaica in January 2022.

He is a media practitioner with over 35 years of experience in the industry.

With a Diploma in Media and Communications from the Caribbean School of Media and Communications (CARIMAC) and a Masters in Business Administration from the University of the West Indies (Mona), he has worked at various management levels in media.

In 2015 he was awarded the National honour of Commander of the Order of Distinction, for service to media and communications and in 2021 was inducted into the Caribbean Media Hall of Fame.

He is doing a third term as Chairman of the Media Association Jamaica Limited, a former two-term president of the Caribbean Broadcasting Union and a current director of the Public Media Alliance, the largest global public media organisation.

 

Gary Kalloo Director, Business Development and Implementation Support, Caribbean Telecommunications Union (CTU)

Gary Kalloo is a seasoned Telecommunications and ICT professional with over thirty years of experience in the field. Gary possesses a diverse skill set encompassing ICT environment knowledge, digital governance expertise, project management skills, and a deep understanding of regional and international telecommunications and ICT domain.

Gary’s journey in the ICT space began in 1991 when he joined Trinidad and Tobago’s incumbent telecom operator, TSTT. Over the next 15 years, Gary held various senior-level positions within the organization, playing a pivotal role in navigating the company through significant transformations, including market liberalization, regulatory compliance and increased competition.

In 2007, Gary transitioned to the Government of Trinidad and Tobago, where he served as the Head of Regulatory and Policy Affairs in the Ministry of Public Administration. During his tenure, he spearheaded the implementation of strategies outlined in the country’s first National ICT Plan, laying the groundwork and implementing policies for subsequent plans aimed at advancing the nation’s digital agenda.

In 2009, Gary took on a new challenge with the establishment of the e-government company of Trinidad and Tobago, iGovTT. As the Head of Delivery, he was responsible for overseeing the implementation of whole-of-government transformation projects, including the development of GovNet, the government’s wide area network, and various e-services integration platforms.

In this capacity, he was also responsible for managing on behalf of the Government of Trinidad and Tobago, Infocom Development Authority of Singapore, for the implementation of key projects aimed at modernizing Trinidad and Tobago’s electronic infrastructure. This engagement resulted in the successful implementation of initiatives such as the single electronic window and an updated national plan for ICT development.

In 2013, Gary joined the Caribbean Telecommunications Union (CTU) as an ICT Consultant, where he continued his mission of fostering digital innovation and growth in the Caribbean region. His role involved provided consultancy services at the Caribbean level focusing on ICT, policy harmonization and Digital Government Transformation, and Telecommunications. He has played pivotal roles in coordinating and managing regional telecom and ICT initiatives on behalf of international financial agencies and
intergovernmental organizations, including the World Bank, the Inter- American Development Bank, the European Union and the ITU. He has worked on various regional projects, including spectrum harmonization, internet governance, and the development of a Single ICT Space.

Gary was also instrumental in building out national ICT and e-government strategies for CTU member states such as Belize, the British Virgin Islands, Grenada, Anguilla, Montserrat and the Government of Trinidad and Tobago. Today, Gary serves as the Director of Business Development at the CTU, where he continues to leverage his wealth of experience to drive digital transformation initiatives across the Caribbean. Gary leads strategic initiatives to promote growth, strategic partnerships, private sector membership and revenue generation within the organization.

He is an ICT Consultant and had been providing technical solutions to businesses in the ICT space for over 20 years. Mr George’s background is in technology and economics. Javed Sajad is a Technology Lawyer and Consultant from Trinidad and Tobago working across the Caribbean, USA, United Kingdom and European Union in Artificial Intelligence (AI) Regulation and Policy. He is certified in AI Policy and Cyber Security Incident Response. Drawing on his experience, he designs AI strategies, guardrails and policies to future-proof organizations using AI. He builds robust compliance frameworks for AI standards and creates effective regulatory landscapes that foster innovation while mitigating risks. Through the University of Oslo, Norway, he produced research into the intersection of AI sandboxes and the integration of human rights principles, shaping a promising venture for innovation, law and technology. He has been recognized as a leader in AI by the Internet registry for the Latin American and Caribbean regions (LACNIC) and is now part of the Líderes Program undertaking his research for AI in the Caribbean.

He is presently consulting with Dynamic Management Services in New Jersey, USA where he assesses privacy compliance for AI, and develop policy for the responsible and safe use of AI through the application of ethics using the standards of the OECD, NIST and UNESCO. He seeks to assist the private sector and government in applying the President of the United States executive order on the Safe, Secure, and Trustworthy Development and Use of AI. Utilizing the European Union AI Act, he builds compliance mechanisms for companies doing business in the EU.

During his eight-plus-year tenure at the Office of the Attorney General and Ministry of Legal Affairs in Trinidad and Tobago as Legal Counsel, he has engineered Cybersecurity legislation and amendments to the Data Protection legislation. He has served as a technocrat member of the Parliament of Trinidad and Tobago Joint Select Committee for the Cybercrime Bill. Javed’s academic excellence is evident in his recent achievement of a Master of Laws from the University of Oslo, Norway. He acquired a deeper expertise in technology law where he focused on robot regulation and AI, European Union data protection (GDPR), and cybersecurity regulation.

Javed Samuel Cybersecurity Expert

Javed Samuel has been in the cybersecurity field for over two decades working on a range of products for a variety of companies from Fortune 500 companies to startups and the Caribbean. He delivered the 2024 Saint Lucia Independence Lecture on Engineering St. Lucia’s Development through Technology Innovation. He has provided support on various initiatives in Saint Lucia such as the AI Global South Summit in October 2024 and keynoted CARILEC’s smart grid security workshop in November 2024.

He is currently the Assistant Chief Examiner for CSEC Additional Mathematics, a member of 1st National Bank Board Information Technology sub-committee and a member of the CARILEC cybersecurity working group. He has worked on several projects within the Caribbean including a digital currency mapping project with CARICOM and DCash with the Eastern Caribbean Central Bank, Biodiversity token project in Trinidad and Tobago. This has included analyzing digital currency usage, modernizing the payment system, and enhancing problem-solving skills. He previously served on the board of SALCC, where he focused on information technology and e-learning initiatives.

His work in the United States has focused on novel cryptographic implementation and design assessments across a range of areas such as open-source cryptography projects, embedded devices, post-quantum cryptography, block-chain ecosystems, smart contract execution environments, authentication mechanisms, encryption tools and custom protocol reviews. He also devotes significant time to cryptography research across multiple areas and regularly presents at various security conferences with an upcoming presentation on post-quantum cryptography auditing in April 2025. Javed obtained an MEng and BSc in Computer Science MIT. His MEng thesis was in geometric algorithms: Lower bounds for Embedding the Earth Mover Distance Metric into Normed Spaces. He obtained a Rhodes Scholarship and completed an MSc in Applied and Computational Mathematics at Oxford University. Kandice Davis Regulatory Economist, Utilities Regulation and Competition Authority (URCA), Bahamas

Kandice Davis is currently a Regulatory Economist at The Utilities Regulation and Competition Authority (URCA) in Nassau, Bahamas. At URCA, Kandice is involved in market reviews, price applications, the development of the satellite regulatory framework in The Bahamas, amongst others. Before joining URCA, Kandice worked in the financial services industry. Kevin Green Senior Director, Public Policy and External Relations, Somos

Prior to joining Somos, Kevin was the Senior Telecommunications Policy Analyst at the Federal Communications Commission (FCC), where he was responsible for conducting rulemaking proceedings regarding media ownership while examining the economic aspects of existing and proposed rules and policies. In addition, Kevin analyzed the competitive and financial aspects of proposed merger and acquisition transactions.

Kirk Sookram Deputy Chief Executive Officer, Telecommunications Authority of Trinidad and Tobago (TATT)

Kirk Sookram holds the position of Deputy Chief Executive Officer at the Telecommunications Authority of Trinidad and Tobago (the Authority). He has been employed with the Authority since its inception in July 2004, starting as a Telecommunications Engineer, laying the foundation for the spectrum management mandate of the regulator and working his way up the corporate ladder to Executive Director Technology and Engineering and, in 2020, to the position he currently holds.

During his tenure at the Authority, he has specialized in the areas of spectrum management, wireless technologies, telecommunications regulation, ICT and broadband development, cost modeling, universal service initiatives and policy development.

Kirk is a national of the Republic of Trinidad and Tobago. His qualifications include a Bachelors of Science Degree (with Honours) in Electrical & Computer Engineering from the University of the West Indies and a Masters of Science Degree (Distinction) in Operational Telecommunications from Coventry University, United Kingdom.

Kirk has represented the Authority over the years at conferences and seminars and participated in panel discussions on telecommunications regulation, broadband development and emerging wireless technologies.

Kirk also held the position of the Chairman of the Caribbean Spectrum Management Task Force established by the Caribbean Telecommunications Union (CTU) during the period 2016 – 2020, during which time he led the CTU preparatory work for the ITU World Radiocommunication Conference, 2019. He also held the position of Chairman of the Caribbean Spectrum Management Steering Committee of the CTU for the period 2020 – 2024.

Kirk also currently serves as Vice Chair of the ITU-T, Regional Group of the Americas for Study Group 2 – Operational aspects of telecommunications and ICTs.

Lynn is an experienced senior director and trustee / non exec-director, having held key senior leadership positions in the technology, built environment, regulation, accreditation and dental industries. Reflecting on becoming Director General at the IIC at the outbreak of a pandemic, Lynn said, ‘these last two years have been like no other we have known, with many challenges coming our way. Mary Polius Chairperson, National Telecommunications Regulatory Commission (NTRC), St Lucia

Mary Polius is the current Chairperson of the National Telecommunications Regulatory Commission, a role she has held since 2022. Her career began at the National Meteorological Service before transitioning into broadcast meteorology, where she served as a TV meteorologist for fourteen years at a leading local television station.

With nearly two decades of experience across various media establishments, Mary made history in 2008 as the first and only female to serve as Managing Director of the National Radio Station, Radio Saint Lucia. She later expanded her media presence by hosting multiple talk shows in both English and Creole on television and radio.

Beyond broadcasting, Mary has been actively involved in public service and politics, having served as a Senator from 1996 to 1997. She currently also sits on the Board of Commissioners for the National Utilities Regulatory Commission.

Royston Emmanuel is a distinguished Senior Technical Specialist in Education at the Organisation of Eastern Caribbean States (OECS) Education Development and Management Unit (EDMU). With a career spanning over three decades, he has been instrumental in advancing educational technology, curriculum development, and strategic project leadership within the Caribbean region.

In his role as Chief of Party for the Saint Lucia ConnectEd initiative under World Education, Royston successfully led USAID-funded programs aimed at enhancing educational outcomes and fostering robust collaborations among stakeholders. His tenure as Head of the eLearning Academy at Sir Arthur Lewis Community College in Saint Lucia was marked by the development of a comprehensive online learning platform and the nationwide integration of educational technology.​

Her extensive experience in theatre includes working with Stages Production on hit plays like “The Plumber,” “Ova Mi Dead Body,” and “The Student.” She later founded Ignite-A-Bell Production, where she wrote “The MsTrudyB Show” and the screenplay for the movie “Out of Many.” Trudy’s comedic skits have also garnered a substantial following on social media, with over 220,000 followers on Meta and TikTok collectively.

Trudy’s expertise extends to copywriting and digital content production. Serbian-born Mr Vladimir (Vlada) Radunović is a lecturer in cybersecurity policy, Internet governance, and e-diplomacy on postgraduate and professional courses at the DiploFoundation. He also serves as an expert with the Geneva Internet Platform, and leads the Geneva Dialogue on Responsible Behaviour in Cyberspace. He served as a member of the Advisory Board of the Global Forum on Cyber Expertise (GFCE) from 2016 to 2020, and a member of the Multistakeholder Advisory Group of the UN Internet Governance Forum (IGF) from 2012 to 2014. Vlada has been a lecturer, speaker, and resource person on a number of educational and training programmes and events worldwide, including within the WSIS and IGF processes. His professional and research focus is on cybersecurity, cyber-diplomacy and e-diplomacy, Internet governance, broadband policy and net neutrality, and capacity development.

He holds an MSc in Electrical Engineering from the University of Belgrade and a Master’s in Contemporary Diplomacy from the University of Malta. He is currently working on his PhD in cybersecurity. Vlada is currently member of the Board of Directors of Diplo US.
