In this role, he promotes the strategic adoption of digital technologies to maximize the impact, efficiency, and innovation of development programs. His work focuses on strengthening infrastructure, productivity, and social inclusion to improve the quality of life across Latin America.
His areas of expertise include software-hardware integration, data processing, and the large-scale implementation of intelligent systems. Alejandro is an Electronic Engineer with a Master’s degree in the same field and is currently a PhD candidate in Engineering. He has extensive experience leading Information Technology (IT) projects from inception to execution, combining deep technical knowledge with strategic leadership.
Previously, he served as a public official at both national and municipal levels in Colombia, and has worked as a university professor and researcher. Throughout his career, he has successfully executed medium and large-scale initiatives that leverage digital transformation as a key enabler for development.
I am a lawyer with a Master’s degree in Law and New Technologies from the University of Chile (c), with 21 years of experience in the public sector, primarily at the Undersecretariat of Telecommunications. I specialize in regulatory matters, digital transformation, and technology, with additional training in cybersecurity, free competition, information technology law, and telecommunications law. My work has focused on the legal, regulatory, and oversight challenges posed by technological evolution, always with a strategic and public service perspective.
Dr Allyson Leacock, Chairman of the Barbados Broadcasting Authority and Director of National Transformation Initiative, Government of Barbados, is also an independent media and human development consultant. She led a coalition of 112 Media Houses in 24 Caribbean countries for 12 years and trained over 2000 Caribbean broadcasters. She served on the Executive Board of the Global Media AIDS Initiative (GMAI) and was elected for 2 terms as Chairman of the Global Steering Committee for the World AIDS Campaign. She was also Cultural Affairs Specialist at the US Embassy covering the Caribbean and Officer-In-Charge and Student Coordinator at the University of the West Indies Distance Education Centre (UWIDEC), now the Open Campus.
Dr Allyson Leacock was conferred with the Order of the Republic (OR) in Barbados National Honours on 30 November 2023. The award was given by the President of Barbados – In ‘recognition of sterling contribution to broadcasting, media relations, corporate communications, training, human resource development and educational technology, as well as distinguished service to Barbados as Head of National Transformation Initiative’.
Dr Leacock has a wide-ranging professional background including in executive management in corporate communications, media, needs assessment, training, human resource development and leadership, as well broadcast media including production and presentation as TV News Anchor, and as General Manager of the Caribbean Broadcasting Corporation.
She holds Masters and Ph.D. degrees in Educational Technology, Concordia University, Canada and BA (Double First Class Honours) in English and Education and the Diploma in Education (Dip.Ed with distinction) from Stirling University, UK. Her training also includes Diplomas in Human Resource Management, Facility Management, Arts Management and Alternative Dispute Resolution.
A Former national athlete, gymnast, dancer and actress, Dr Leacock is trained in sign language, is a volunteer with Special Olympics and Barbados Council for the Disabled.
Dr Leacock is also Former Chair of the International Institute of Communications Small Nations Regulators Forum 2021-2022.
Bruno Gili is the Executive Director of the Uruguay Innova (U+I) program of the Office of the President of the Republic. He is a Certified Public Accountant and holds a Diploma of Advanced Studies from the University of Valencia. He was a partner at CPA Ferrere from 2005 to 2023, where he led the business consulting area, focusing on strategy, innovation, and finance. He was also the managing partner of CPA Innovation.
Gili has extensive experience in institutional design and financial planning, structured finance, and risk management, and has advised public and private organizations, as well as international institutions such as the Inter-American Development Bank (IDB), the World Bank, and Fonplata.
She is an associate professor in the Department of Humanities and Communication at Universidad Católica del Uruguay (UCU). She is an affiliate researcher at the Center for Technology and Society (CETYS) and honorary co-director of that center at the Universidad de San Andrés (Argentina). Her work focuses on the governance of digital technologies, their implications and configurations from a global majority and especially a Latin American perspective. Since 2017, she has directed the Diploma in Internet Governance, DiGI. She is an author and guest speaker at various academic and international public policy meetings concerning digital technology governance. She has been a member of the IGF MAG in two periods. She was a member of UNESCO’s Ad Hoc Group of Experts for the drafting of the Recommendation on the Ethics of AI approved by the General Assembly of that organization in 2021 and developed UNESCO’s RAM for Uruguay’s AI strategy in 2024. She publishes in international scientific journals and publishers. Her latest book with Malcolm Campbell Verduyn and Jan Aart Scholte is entitled “Digital Data Governance: Polycentric Perspectives” (Routledge, London, 2024).
Celedonio von Wuthenau is Head of Government Relations – Latin America of Nokia, based in Buenos Aires (Argentina). Nokia is a world leader in B2B technology innovation, pioneering networks that sense, think and act.
Celedonio is involved in the development of the relation with government representatives and public officials and works in collaboration with Nokia´s LAT leaders to advance the company’s information and communications technology policy agenda throughout the region.
Before he took this position, Celedonio was CALA Public Affairs Director – Americas Region at Alcatel-Lucent (2011-216), Regional Director for Latin America and the Caribbean with the CDMA Development Group (CDG) (2002-2011), Public Affairs Director at Lucent Technologies for South America excluding Brazil (2000-2002) and International and Institutional Manager of the National Commission of Communications (CNC) plus other positions, Argentina’s telecom regulator authority (1996-2000). He has a rich background in external relations and public affairs in Latin America.
Celedonio, born in Buenos Aires, married and with three children, is Bachelor in Public Administration and Political Sciences of the University of Cuyo (Mendoza, Argentina) and Ph.D in Political Sciences of the University of Mainz (Germany).

She has completed postgraduate studies at MIT, the University of Oxford, and the Singapore Cooperation Programme, and holds the Project Management Professional (PMP®) certification.
Daniel joined ICANN in May 2014 and is based in Sao Paulo, Brazil. He acted as Head of Science and Technology for the Embassy of Brazil in Seoul and holds a PhD in Management Science from the Korea Advanced Institute of Science and Technology (KAIST). Previously to joining ICANN, Daniel was the Executive Director for the NETmundial secretariat.

Fernando Machuca Manevy is a distinguished professional in the field of telecommunications. With an outstanding career that includes serving as Head of the Legal Advisory Directorate at the National Telecommunications Commission (CONATEL), he developed a deep understanding of the legal framework governing the complex regulatory environment of the telecommunications sector.
He was later appointed Director of Traffic and Transportation for the Municipality of Asunción, the largest municipality in the country. This position carried significant responsibility, not only in terms of urban mobility management but also in overseeing a large workforce and maintaining close interaction with citizens.
His current role as a Member of the Board of Directors of CONATEL, contributing to the regulation of telecommunications at the national level, and his appointment as Paraguay’s principal representative to the Council of the International Telecommunication Union (ITU), highlight both his international recognition and his ability to influence global decision-making in this critical sector.

Gonzalo Balseiro Giglio is an Economist, graduated from the University of the Republic (UDELAR). Since 2020, he has served in the area of Legal and Economic Regulation at the Regulatory Unit of Communications Services (URSEC), where he currently holds the position of President.
Previously, from 2011 to 2020, he was an advisor at the Office of Planning and Budget (OPP), focusing on Public Investment, Decentralization, and Public Budgets. He represented Uruguay in the Network of National Public Investment Systems of Latin America and the Caribbean and served as a delegate to the Honorary Council of the State Procurement Agency, representing OPP in public sector negotiation forums.
He began his career at URSEC in 2009, where he was appointed General Manager through an open public competition. In addition, he has been a lecturer in Economics, Statistics, Econometrics, and Regulation at undergraduate and postgraduate levels at the Faculty of Economics, UDELAR.
Gonzalo Sosa holds a Doctorate in Law and Social Sciences, is a Notary Public, and has a degree in International Relations. He completed his Master’s studies at the University of Montevideo, Uruguay, earning a Master’s degree in Business Law.
He is an Assistant Professor in the Department of Commercial Law at the Faculty of Law of the University of the Republic, and teaches Corporate and Business Contracts and Tax Law at the University of Montevideo and the Catholic University of Uruguay.
Since June 2020, he has been a member of the Bureau of the Consultative Committee of Convention 108 on the Protection of Personal Data of the Council of Europe.
He is currently the Personal Data Protection Coordinator at the Regulatory and Control Unit for Personal Data and the Secretary General and Legal Counsel of the Digital Government Agency.
Gustavo Gómez became Executive Director of OBSERVACOM (Latin American Observatory on Regulation, Media, and Convergence) in 2015. Prior to that he was National Director of Telecommunications and advisor to the Office of the President of Uruguay on public policy regarding audiovisual media and telecommunications during the presidency of José Mujica (2010–2014).
Mr. Gómez is a Uruguayan researcher and specialist in freedom of expression and in regulation and public policy regarding media, telecommunications, and the Internet. He has taught at public and private universities and has served as a consultant to international organizations such as UNESCO, UNDP, the OAS, the Special Rapporteur on Freedom of Expression, the World Bank, and the Carter Center.
Jacqueline Lopes is currently the Director of Institutional Relations LATAM South at Ericsson as well as a member of the Executive Committee at the company. She has 15+ years of experience in the industry and management consulting (BCG), mostly focused on Negotiations, Business Development, Corporate Affairs, Strategy, Digital Transformation and International Relations.
Ms Lopes is a Board member of TELEBRASIL; Director at ABINEE and FIESP; Co-chair of the International Chamber of Commerce (ICC) Digital Economy Commission and Swedcham.
She is also author of a book about international negotiations.
In 2023, Ms Lopes was awarded in France as a Rising Talent, a global initiative organized by Russel & Reynolds, Lazard and INSEAD.
She has an MBA degree from INSEAD (France/Singapore) with a Merit Scholarship from Orange. Ms Lopes also concluded an executive course at Harvard Kennedy School (USA). She holds a master`s degree (summa cum laude) and a bachelor’s degree at Universidade de São Paulo (USP).
Jaime Estrada is a Government Affairs Director at Apple, leveraging over three decades of expertise in public policy, regulatory reform, and corporate strategy within the ICT sector. A veteran of the technology industry, Jaime previously served as the Regional Director of Corporate Affairs for Latin America at Intel. His deep public-sector experience includes key leadership roles, such as serving as the final Director of Colombia’s National Broadcasting Commission and as a Commissioner at the Telecommunications Regulatory Commission. Jaime has been a driving force in modernizing Colombia’s telecommunications framework and fostering digital growth across Latin America. He is a Civil Engineer (Universidad de los Andes) with an MSc in Regulation (LSE) and an MSc in Business Economics (University of Essex), and has completed executive leadership programs at Harvard and MIT.

Javier Gutiérrez Afanador is a Communications Commissioner at the Communications Regulatory Commission (CRC) of Colombia. He holds a law degree from Universidad Externado de Colombia, where he also completed a specialization in Contract Law and Negotiable Legal Relations. He earned an Executive MBA (Cum Laude) from Prime Business School at Universidad Sergio Arboleda. Mr. Gutiérrez Afanador has extensive experience in both the public and private sectors, having held legal, administrative, and senior management positions. In the public sector, he has worked with the Ministry of Information and Communications Technologies of Colombia, the Ministry of Transport – Instituto Nacional de Vías (INVIAS), the National Federation of Departments, and the Rural Development Agency.
Javier is a senior regulatory analyst, following digital economy and media in Peru, and global tech trends across India, Singapore, and other ASEAN jurisdictions. Javier previously worked for Telefonica and for the Peruvian telecoms regulator, Osiptel. He is an economist and a lawyer with a master’s degree in Economics and Competition Law from the Toulouse School of Economics.
Juan Martín Ozores has served as the President of Argentina’s National Communications Agency (ENACOM) since January 2024.
He brings more than 30 years of experience in the Information and Communications Technologies (ICT) industry across Latin America and the Caribbean, where he has played a pivotal role in developing products and services in both the mobile and fixed-line sectors throughout the region.
Ozores holds a Bachelor’s degree in Business Administration from the Catholic University of Argentina (UCA) and a postgraduate degree in Marketing from the IAE Business School at Austral University. He is strongly committed to fostering a simple, clear, and transparent regulatory environment that encourages investment and competition in the telecommunications, audiovisual, and postal sectors, ensuring these industries contribute meaningfully to societal development.
Economist specialized in strategy, design and implementation of public policies. Currently leads the public policy area for Spanish-speaking South America at Netflix. He has more than fifteen years of experience in the public sector, where he held positions such as Secretary of Mobility and Public Works and Chief of Staff in the Government of the City of Buenos Aires. In addition, he has worked as a consultant in various Latin American countries, advising multilateral organizations on urban issues and companies such as AT&T, Meta and Mercado Libre on the development of public policies.

Extensive background in board and governance roles, multistakeholder processes, and strategic oversight, with active involvement in ICANN, ISOC, and regional and global Internet governance initiatives. Experienced in balancing operational sustainability, risk awareness, and public interest objectives, with a strong commitment to inclusive and accountable stewardship of Internet infrastructure.

She combines regulatory responsibilities with the leadership of institutional digital education initiatives aimed at bridging the digital divide and promoting greater technological inclusion.
Luizio Felipe Rocha is the Executive Director of STRIMA, the audiovisual streaming association that brings together Disney+, Globoplay, HBO Max, Netflix, Prime Video, and Bandplay in Brazil. A lawyer with experience in the Brazilian political and regulatory landscape, he has consolidated his career at the intersection of government and the private sector, specializing in institutional and government relations. He has been involved in essential discussions that have shaped the public policies affecting the media and entertainment industry and the technology sector.
As Executive Director of STRIMA, his work is centered on institutional dialogue with the various audiovisual stakeholders and the Brazilian public sector, seeking to enable public policies that promote the growth of the audiovisual industry in the country.
Before taking the leadership of STRIMA, Luizio worked in the private sector as a consultant to media, entertainment, and technology companies, advising them on legislative and regulatory strategies. He holds a Master of Laws (LL.M.) from Georgetown University, a postgraduate specialization in Government Relations from Fundação Getúlio Vargas (FGV), and a law degree from Instituição Toledo de Ensino (ITE).
Lynn Robinson became Director General of the International Institute of Communications (IIC), in March 2020.
Lynn is an experienced senior director and trustee / non exec-director, having held key senior leadership positions in the technology, built environment, regulation, accreditation and dental industries. She has extensive experience of professional membership bodies working within the full spectrum including, Regulatory bodies, Industry associations and Chambers of Commerce. Lynn is a well-known and established ambassador in these areas having led on many strategic programmes to aid engagement, growth, retention, change management, stakeholder and political engagement.
Marieke Göttsch is a Senior Specialist in the Competitiveness, Technology and Innovation Division of the Inter-American Development Bank (IDB) in Uruguay, where she leads initiatives aimed at strengthening innovation, productivity, and technological transformation. She has more than 15 years of international experience in the design and implementation of science, technology, innovation, and productive development policies. Prior to joining the IDB, she worked at Nesta (UK), the World Bank, and the German Development Cooperation (GIZ). Her areas of expertise include digital transformation, mission-oriented innovation, agile regulation, and innovation ecosystem development.
Marina Sofía Izaguirre: Government Affairs Manager at Cisco, leading government engagement and public policy advocacy for the Southern Cone (Argentina, Chile, Uruguay, and Paraguay) in matters of Artificial Intelligence, Cybersecurity, Connectivity and Innovation. Serves on the board of CICOMRA and holds a leadership role on the ICT Steering Committee at AmCham Argentina. Marina leverages 12 years of public sector experience, having advised national government agencies on telecommunications policy and led national initiatives to address the digital divide through infrastructure and digital skill development. Marina holds a Master in Public Administration (UDESA) and bachelor’s in political science (UBA).
María José holds a degree in Economics (UDELAR, 1999).
She has served at the National Directorate of Telecommunications and Audiovisual Communication Services of the Ministry of Industry, Energy and Mining since February 2012.
Her responsibilities include providing technical support in telecommunications, postal, and international matters. She participates in various national and international forums for public policy development, sector promotion, and trade negotiations. She serves as the focal point with different international organizations regarding matters related to Dinatel’s áreas.
She also teaches Family Business Administration in the Management and Administration program at ORT University.
Mercedes Aramendía is Executive Director of DIG.IA-LAC (Digital Infrastructure and Open Internet Alliance for Latin America and the Caribbean). She is a lawyer, academic, and public policy expert with broad experience in telecommunications, digital transformation, innovation, and regulation.
She previously served as President of URSEC, Uruguay’s communications regulator, where she led key initiatives including the 5G spectrum auction, mobile number portability, the “Do Not Call” registry, and reforms to promote competition and modernization in the sector. She also served as President of Uruguay’s National Council for Innovation, Science and Technology (CONICYT).
Mercedes is Director of the postgraduate program in Digital Transformation and Law at the University of Montevideo and has taught and published on telecommunications, digital rights, cybersecurity, LegalTech, and artificial intelligence. She holds a PhD in Legal Science, an LL.M. from Cornell Law School, an MBA, and a Master’s degree in Economic Administrative Law.
Miguel Ignacio Estrada is LACNIC’s Chief Strategic Relations Officer. He holds a degree in Information Systems for Organisations from the University of Buenos Aires, Argentina. He was General Manager of the Latin American and Caribbean ccTLD Association (LACTLD), served as an advisor to Argentina’s ICT Secretariat, National Director of Internet Policy and Development at Argentina’s Ministry of Modernisation, and Communications Manager for the .AR ccTLD (NIC Argentina). He has held various positions at companies such as IBM, Hewlett-Packard and Petrobras.
He was a member of the Multistakeholder Advisory Group (MAG) of the United Nations Global Internet Governance Forum (IGF), the Agenda Committee of the Latin American and Caribbean Internet Governance Forum (LACIGF), and the Agenda Committee of the IGF Argentina.
He holds a Bachelor’s degree in Political Science from the Faculty of Social Sciences at the University of the Republic. He is currently pursuing a Master’s degree in Political Science at the same institution.
He has studied geopolitics and regional integration.
In his legislative career, he served as a representative for Montevideo from 2005 to 2010 and as an alternate senator for the following term.
He also served as Director General of the Secretariat of the Ministry of Education and Culture (2010-2015), General Coordinator of the Office of Planning and Budget (2015-2018), and Coordinator of the Sectoral Commission on Population and Development (2015-2020).
Between 2020 and 2025, he was a legislative advisor, as well as an advisor and researcher at the organization Women and Health in Uruguay.
Pablo Siris Seade is a journalist and holds a Diploma in Governance and Public Innovation from CAF and the University of Montevideo.
Since March 1, 2025, he has served as National Director of Telecommunications and Communication Services at the Ministry of Industry, Energy, and Mining (Dinatel-MIEM).
Between 2020 and 2025, he was the director representing the Frente Amplio party at the Communications Services Regulatory Unit (Ursec).
He was the general director of information and head of the Caracas bureau for the multi-state network teleSUR and head of international news for the Venezuelan News Agency.
He has served as head of institutional and corporate communications for various public and private organizations in Uruguay and Venezuela.
He has been a director and editorial coordinator, as well as an editor and columnist for various publications in Uruguay, Venezuela, and Panama.
He also taught workshops on union communication, community journalism, and citizen reporting.
Paola Marquez is a lawyer graduated at Pontificia Universidad Católica del Perú. Holds a master’s degree in economics and Regulation of Public Services from Universitat de Barcelona, and a master’s degree in finance and Corporate Law from ESAN University. She is also a postgraduate professor in telecommunications, regulation and digital transformation.
She is currently the Regulatory Manager of Entel Perú. She is member of the board of the Information Communications Technology Association of the Lima Chamber of Commerce (CCL), and President of the Telecommunications Committee of the American Chamber of Commerce (AMCHAM) in Lima.
Paola has broad experience in public policy and regulation. She previously served as Director of Communications Projects and principal advisor at the Vice Ministry of Communications, and as an advisor to the General Secretary of the Ministry of Transports and Communications. She also worked for the Prime Minister Office and in the Ministry of Economics and Finance.

Paulina Hernández is a journalist with over 20 years of experience in corporate communications across the public and private sectors, specializing in technology and public policy. She currently serves as Acting Head of the Community Engagement Division at the Chilean National Cybersecurity Agency (ANCI), where she leads crisis communications, cybersecurity training, and public education efforts.

He is currently a Regulation Specialist at the National Telecommunications Agency– Anatel, where he works as Coordinator of Innovation and Broadcasting Systems, in the Management of Spectrum, Orbit and Broadcasting, being responsible for studying, improving, and preparing the Technical Regulation of Broadcasting, including its acts of technical and operational requirements; for following the development of new broadcasting technologies and prospecting the future of broadcasting; in addition to monitoring the development of the broadcasting modules of the Mosaic System. He is Deputy Chair of Study Group 6 (Broadcasting service) of the International Telecommunication Union– ITU; and leader of the GRR6 Reporting Group: Broadcasting, of the Brazilian Communication Commission– CBC2: Radio communications, coordinating the group’s international activities.
Paulo Henrique de Oliveira holds a degree in Economics from the Federal University of São Paulo (UNIFESP), a Master’s degree in Public Sector Policy and Economics (Public Administration and Government) from FGV-EAESP, and is Ph.D. Candidate at the same institution. He is a researcher at the Center for Law, Internet and Society (CEDIS) at IDP, a contributing researcher at CEBRAP, and Executive Coordinator of the Market Power and Public Interest project at FGV Law School São Paulo. He serves as Chief of Staff to the Presidency of Brazil’s Administrative Council for Economic Defense (CADE).
Pedro Miguel Figueroa Domínguez is a Dominican professional specialized in digital transformation, technology governance, data science, and artificial intelligence applied to the public sector. He currently serves at the Government Office of Information and Communication Technologies of the Dominican Republic (OGTIC), where he contributes to strategic initiatives related to digital government, interoperability, digital public services, evidence-based analysis, and the responsible adoption of emerging technologies.
His experience includes advanced analytics, intelligent automation, institutional assessment, and the development of proposals to support public sector modernization. His work combines technical capabilities with a strategic public policy perspective, focused on strengthening institutional digital capacity and promoting sustainable, secure, inclusive, and citizen-centered digital transformation.
Petros Mavromichalis assumed his duties as Ambassador of the European Union for Switzerland and the Principality of Liechtenstein on the 1st of September 2020. He looks back on a career of over 30 years in the EU institutions, first in the Commission and since 2012 at the European External Action Service (EEAS). Most recently, Petros Mavromichalis was the Head of the Open Source Intelligence Division of the Situation Centre at the EEAS. Prior to that, Petros Mavromichalis held positions in the European Commission’s Directorates-General TRADE, ENLARGEMENT and RELEX.
Petros Mavromichalis was born in Athens in 1964. He holds Master’s degrees in Law and European Law from the Université de Strasbourg and the London School of Economics. Petros Mavromichalis holds both Greek and Belgian citizenship.
Rafael Cavazzoni Lima leads the operational, fiduciary, and strategic management of the IDB Group’s sovereign portfolio in Uruguay, overseeing a portfolio of US$1.4 billion.
Prior to his current role, Mr. Lima served as Financial Markets Lead Specialist in the IDB’s Connectivity, Finance and Markets Division, where he led the origination, structuring, and execution of over US$5.4 billion in lending and guarantee operations across Latin America and the Caribbean. Key milestones include the deployment of Brasil Mais Digital and key contributions to other flagship IDB programs such as BID Clima, Green Coalition of Development Banks under Amazonia Forever, and FX Edge.
Earlier IDB assignments include the Office of the Executive Vice President, overseeing sovereign and non-sovereign operations and institutional policy development, and the Vice Presidency for Countries, where he helped redesign the Bank’s Country Strategy framework.
Before joining the IDB, Mr. Lima advised on cross-border transactions, project finance, and regulatory matters in private practice in Brazil and Germany, including at Linklaters and PricewaterhouseCoopers.
A Brazilian and Italian national, Mr. Lima holds Master’s degrees in International Law from the Fletcher School at Tufts University and in Finance from Goethe Universität Frankfurt, and a Bachelor of Laws from PUC São Paulo. He is fluent in Portuguese, English, and Spanish.
Rodrigo Goñi Reyes is a Uruguayan lawyer, businessman and political leader. Since March 1 2026 he has served as President of the Uruguayan Chamber of Representatives. He has been a representative for Montevideo since 2015 and is currently serving his third term.
He has established himself as a leading parliamentary figure in innovation, science and technology, as well as in public ethics and institutional transparency. He has championed legislative initiatives focused on productive development, entrepreneurship, and the regulation of new technologies.
Victor Ryan Biran is the Manager of the Policy, Planning and Research Department at the Telecommunications Authority of Trinidad and Tobago (TATT). He holds a Master of Business Administration (MBA) from the Heriot-Watt University, a Master’s degree in Telecommunications Regulation and Policy (MRP) from the University of the West Indies, a BSc Computing and Information Systems and a Bachelor of Laws degree – both from the University of London. Ryan is also a Fulbright Fellow and a Commonwealth Fellow in the areas of technology management and open data respectively. He has approximately twenty years of professional experience in the Information and Communications Technology sector, ranging from ICT regulation and standardization to policy and strategy.
At TATT, Ryan is responsible for the formulation of ICT policies which guide the regulation of the telecommunications and broadcasting sectors in Trinidad and Tobago. Some of the main policy areas have been on net neutrality, over-the-top technology services (OTTs), illicit streaming, amongst others. He is also responsible for TATT’s digital divide/inclusion surveys which are conducted periodically to assess the extent of the digital divide and the conditions that are necessary for digital inclusion in Trinidad and Tobago.
Sadi Alfonso Contreras Fuset is Commissioner of the Audiovisual Content Session. He is a Social Communicator from Universidad Externado de Colombia, with advanced studies in Public Administration at the same institution. He holds a specialization in Marketing Management from Universidad de Santander and a Master’s in State Law with emphasis on ICT Regulation, where he also conducted research on audiovisual regulation. With more than 19 years of experience in public management, including 15 in the ICT, education, and cultural sectors, he has led projects in technology, transportation, logistics, and postal services, and has six years of experience in innovation and education. He has also served as a consultant and columnist on television, technology, culture, and public services, publishing in outlets such as Revista Semana and MediaTelecom.
Sebastian Cabello is an accomplished digital technology policy expert with vast experience driving collective action, public-private partnerships across Latin America. He serves as CEO at SmC+ Digital Public Affairs supporting different global digital players as well as advising the Inter-American Bank (IDB) and the Latin American Internet Association (ALAI). He is also research fellow at the Center for Technology and Society at Universidad de San Andres, Argentina. Between 2010 and 2018, he was Head of Latin America at the GSMA, the global association of the mobile industry, and led the organization’s advocacy activities in the region. He is one of the creators of the We Care Campaign, the capacity building center CE-Digital, the Latin American Congress on Telecommunications (CLT), and most recently the IDB BEST network. He has been part of the National Committee on Spectrum of Colombia and the Latin American Internet for All Advisory Committee of the World Economic Forum.
As the Connectivity and Access Manager at ALAI, she focuses on expanding connectivity and supporting evidence-based public policies aimed at bridging the digital divide and usage in the region through innovative solutions.
She has over 25 years of experience in the telecommunications/ICT sector, with extensive involvement in international negotiation, public policy development, regulatory frameworks, and governance matters. She previously worked for the Argentinian regulator, ENACOM, leading discussions before international organizations and global and regional forums, building consensus among government agencies, the private sector, and academia.
She is a lawyer with a master’s degree in Latin American Integration Processes.
Sonia is a Senior Principal Analyst at Omdia, with over 25 years of experience in the Telecommunications, Media, and Technology (TMT) industry. She is a recognized expert in telecom strategy, market research, public policy, regulation, and consulting, with a particular focus on Latin America. Sonia closely tracks global telecom trends and developments, providing insights that bridge international perspectives with Latin America regional realities. She is a frequent speaker at leading industry events.

Tiago Sousa Prado is a Lead Specialist in the Connectivity, Markets and Finance Division of the Inter-American Development Bank (IDB). With more than 17 years of experience in telecommunications, digital development, and infrastructure financing, he supports the design and implementation of initiatives aimed at advancing digital transformation across Latin America and the Caribbean.
Throughout his career, Tiago has advised governments, regulators, development banks, and international organizations on public policy, market development, and investment strategies for the digital sector. His areas of expertise include broadband expansion, universal service funds, digital inclusion, regulatory reform, and innovative financing mechanisms to support connectivity deployment.
Since joining the IDB in 2021, he has played a leading role in the origination and structuring of projects involving submarine cables, broadband networks, data centers, digital government infrastructure, and blended-finance solutions designed to mobilize private capital in underserved areas. Prior to the IDB, he worked at Brazil’s National Telecommunications Agency (Anatel), where he contributed to major regulatory and spectrum management initiatives supporting the expansion of telecommunications services nationwide.
Tiago holds a Ph.D. in Information and Media from Michigan State University, specializing in digital policy and economics. He also holds a Master’s degree in Public Policy and Development, an MBA in Project Management, and a Bachelor’s degree in Communications Networks Engineering.
Yveth Romero is Vice President of Legal and Regulatory Affairs at Gilat Peru and has more than 20 years of experience in the telecommunications sector. Throughout her career, she has specialized in digital inclusion policies, universal service funding mechanisms, telecommunications regulation, and rural connectivity projects.
Prior to joining Gilat, she served as Legal and Regulatory Advisor at Peru’s Ministry of Transport and Communications and later as Head of the Legal Department of FITEL, Peru’s Universal Service Fund. In these roles, she participated in the development of regulatory frameworks and investment mechanisms aimed at expanding telecommunications services to underserved and remote communities.
Since joining Gilat Peru in 2012, she has been actively involved in the implementation and operation of large-scale broadband projects connecting schools, healthcare facilities, police stations, and public institutions across rural Peru. Her experience spans both public policy design and private-sector execution, providing a unique perspective on universal service funds, coverage obligations, public-private partnerships, and the role of satellite technologies in bridging the digital divide.
