Inthe USA perhaps the most contentious debate in telecommunications policy concerns "net neutrality". That the debate is being conducted on and around Capitol Hill says much about how the market players plan to achieve victory on the political playing field, rather than on the market. Win or lose, they will fall back on litigation as the weapon of last resort to constrain and cajole rivals.
