Institutionalising Cyber Attribution

There is growing recognition amongst states that strengthening existing institutional frameworks and international legal mechanisms is necessary to protect the security, stability, safety and resilience of the internet and connected devices from cyber attacks. This paper looks at the establishment of a global cyber attribution mechanism and the need to ensure international legitimacy by incorporating confidence- and capacity-building institutional solutions.
