Meeting Theme: Developments in Digital Infrastructure – Cybersecurity and Resilience

Meeting Synopsis:

How are Asia Pacific regulators reshaping the digital infrastructure ecosystem amidst emerging resilience and cybersecurity issues in an increasingly connected region?

This panel takes a close look at the evolving rules governing digital infrastructure and telecommunications, with a focus on the recent launch of IMDA’s Advisory Guidelines for Data Centres and Cloud Service Providers and the upcoming Digital Infrastructure Act.

Join us to unpack how different markets are responding to the plethora of issues in digital infrastructure, the push for regional harmonisation, and what this means in practice for organisations operating across borders.

The meeting will be held under the Chatham House Rule and a report will be available to delegates and IIC members.

Speakers

Graeme Maguire Chair of the Board and Partner, Bird & Bird LLP; Advisory Council, International Institute of Communications

Graeme Maguire is a leading international regulatory and commercial technology and communications partner. He’s in his second term as global Chair or Bird & Bird LLP working closely with the partnership to deliver on their strategic goals.

Mr Maguire advises on complex international projects and transactions involving communications and technology and has extensive regulatory expertise. He has been privileged to work with some of the world’s leading technology and communications companies and new market entrants including on many innovative and market transforming transactions, projects and issues.

Mr Maguire created and led Bird & Bird’s Technology & Communications sector group having combined their IT, Communications & Electronics sector groups. Previously he led their Communications group and served on the firms’ Global Board and Strategy Committee. Prior to joining Bird & Bird in 2005 he was a partner at another global law firm having trained there.

Mr Maguire has been a dedicated technology & communications specialist for over 25 years which means he has been supporting clients through several market cycles. Early in his career he benefited from secondments to the competition policy branch of OFTEL (now Ofcom) and at BT’s internet and multi-media legal team.

Mr Maguire has written and spoken widely on communications and technology. He wrote the Communications and Broadcasting Regulation chapter of Graham Smith’s ‘Internet Law & Regulation’ (2007 edition) and co-wrote the chapter on ‘Capacity Agreements – From Microwaves to MVNOs’ of Ian Walden’s ‘Telecommunications Law and Regulation’ (2018 edition). He has a Masters in Natural Sciences/Law from Downing College, Cambridge University.

Mr Maguire is also an Advisory Council member at the International Institute of Communications.

Hannah Yee-Fen, Prof. LIM. Associate Professor in Business Law at Nanyang Technological University

Prof Hannah Yee-Fen LIM is uniquely qualified with double degrees in Computer Science and Law with Honours from the University of Sydney. She is an internationally recognised legal expert on all areas of technology law, including AI, Blockchain, cybersecurity, data protection, Fintech, Cryptoassets, NFTs, and intellectual property law.

She has also been appointed as a legal expert advising international legal bodies such as the UNCITRAL, UNIDROIT, HCCH (Hague Conference on Private International Law) and the Law Commission of England and Wales on areas such as AI, Fintech and crypto-assets, as well as the World Health Organization (WHO).

She has authored hundreds of academic papers and 6 scholarly books on law and technology published by internationally esteemed publishers such as Oxford University Press (OUP), including pioneering books on Internet law, data protection law and AI law. Her research has been cited with approval by the High Court of Australia and the Singapore Court of Appeal.

Hannah is a sought after speaker and has presented at over150 international meetings and has been interviewed by the media over 83 times.

Jennifer Koo Head of Legal, Google Cloud Southeast Asia

Jennifer Koo leads the Southeast Asia legal team for Google Cloud. In this role, she navigates complex legal landscapes to support the company’s growth in the region. Jennifer began her legal career at Rajah & Tann LLP.   She later held legal roles at eBay and Microsoft, where she was responsible for corporate, external and legal affairs in Singapore and other Southeast Asian countries.

Jia’en Chen Director of Infocomm Policy, Singapore’s Infocomm Media Development Authority

Ms Chen Jia’en is the Director (Infocomm Policy) at Singapore’s Infocomm Media Development Authority. In her capacity, she leads the formulation of policies and regulatory frameworks for Singapore’s Digital Infrastructure, as well as broader Infocomm issues. This includes policies for both current (e.g. telecommunication networks, internet access, electronic transactions) and new areas (e.g. data centres, cloud, satellite communications).

Prior to her appointment she also held roles in the Ministry of Finance and the Civil Service College. She holds a Master’s in Electrical Engineering from Standford, and a Bachelor’s in Electrical and Electronics Engineering from Imperial College London.

Lynn Robinson Director General, International Institute of Communications

Lynn Robinson became Director General of the International Institute of Communications (IIC), in March 2020.

Lynn is an experienced senior director and trustee / non exec-director, having held key senior leadership positions in the technology, built environment, regulation, accreditation and dental industries. She has extensive experience of professional membership bodies working within the full spectrum including, Regulatory bodies, Industry associations and Chambers of Commerce. Lynn is a well-known and established ambassador in these areas having led on many strategic programmes to aid engagement, growth, retention, change management, stakeholder and political engagement.

Priya Mahajan Head of Asia Pacific Public Policy and Regulatory Counsel, Verizon Communications

Priya Mahajan is the Head of Asia Pacific Public Policy & Regulatory Counsel where she is responsible for strategic-level regulatory and policy advice regarding Verizon’s operations in Asia Pacific. Ms Mahajan previously served as Chief Counsel for Verizon-India where she led legal, regulatory & policy matters pertaining to India operations.

Her expertise includes consulting and advising on a range of telecom, media and technology matters. In her policy role, she works closely with the stakeholder’s policy makers, regulators and trade associations to build, support and promote the company’s policy position on ICT issues. She has successfully led policy efforts related to regulatory simplification, market access, digital trade, anti-trust, data protection & Cyber Security policy across the region.

Ms Mahajan holds honorary position at Executive Body of the Asia Pacific Carriers Coalition (APCC), an industry advocacy body representing the interest of global carriers, closely working with the policy makers in the Asia Pacific Region. She is a founding member of the Society of Women Lawyers (SoWL), a mentoring and professional platform for women lawyers in India.

Ms Mahajan is a qualified attorney, an Associate member of Institute of Company Secretaries of India. She has also attended the Accelerated Management Programme (AMP) at the Indian School of Business, Hyderabad
