The exponential growth in demand for spectrum-based services in the US has stretched the limits of today’s networks and the spectrum on which those networks rely. President Obama and the Executive Branch, the Congress, and the Federal Communications Commission (FCC) have all stepped up to the plate to explore new measures to increase the efficiency of spectrum use. This requires new ways of thinking about repurposing and sharing spectrum.
