Entrants were asked to produce a report on the topic “What principles should guide policymakers in designing local and international approaches for internet intermediaries in the evolving communications environment?” The winner was Andreea Antuca, a consultant in the digital practice and a member of the competition and analytics teams at Oxera Consulting LLP, for her paper “Principles for Regulating Platforms”. The judges were Derek Wilding (University of Technology, Sydney), Andrea Millwood Hargrave (Millwood Hargrave Ltd), Dr Joan Barata Mir
(Commvisions), Simon Milner (Facebook), Celene Craig (Broadcasting Authority of Ireland) and Fiona Taylor
